Fire Risk Assessments
Under The Regulatory Reform (Fire Safety) Order 2005, if your organisation employs five or more people, your premises are licensed or an alterations notice is in force, it is necessary to carry out a fire risk assessment and implement and maintain a fire management plan to comply with the legislation.
All commercial premises must have a responsible person on site who must carry out the provisions of the Fire Safety Regulations. This responsible person is someone who has a degree of control over the premises or a part of the premises, and is often the Business Owner who is responsible. Larger organisations may even have a manager dedicated to this role.
The responsible person must complete a risk assessment which sufficiently assesses the risks posed to all people on the premises. The contents of the risk assessment must, among other things, identify:
- potential sources of ignition (e.g. heaters, naked-flames etc.)
- sources of fuel (e.g. display material, paper and fabric, stocked products, waste etc.)
- sources of oxygen (e.g. compressed gases, natural ventilation, forced air circulation etc.)
- the people at risk (e.g. those working near to fire hazards, those working alone or in isolated areas, children, parents, elderly, infirm and disabled people etc.)
The task of performing an adequate fire risk assessment can be quite daunting, and as the size of the premises and business increase, so does the difficulty in completing these assessments accurately. They can be time consuming, and often businesses cannot afford to invest the time and resources into employing someone to undertake this task as part of their core staff or management team.
